LIVERMORE, Calif. - For more than two decades, the hardworking team at Romania Animal Rescue (RAR) has directly helped address the issue of homeless animals in Romania. Now, the nonprofit is approaching a significant milestone: nearly 150,000 spayed or neutered dogs and cats.
